<h1><a></a><a></a><a></a><a>一、项目名称</a></h1><p>3.2m直径旋翼桨叶模型加工</p><h1>二、供应商要求</h1><p>供应商需提供以下材料</p><p>1、具有独立承担民事责任的能力【提供在中华人民共和国境内注册的营业执照（或事业单位法人证书，或社会团体法人登记证书，或执业许可证）复印件（如非“多证合一”证照，同时提供组织机构代码证复印件和税务登记证复印件）】。（复印件加盖公章）</p><p>2、具有良好的商业信誉和健全的财务会计制度。</p><p>3、具有履行项目所必需的设备或专业技术能力书面声明。（格式自拟，并盖公章）。</p><p>4、提供参加本采购活动前3年内在经营活动中没有重大违法记录的书面声明（格式自拟，并盖公章）。</p><p>5、在信用中国无不良记录，提交投标文件截止日对参加登记报名的供应商进行信用信息查询，通过“信用中国”网站www.creditchina.gov.cn）渠道查询相关主体信用记录，对列入失信被执行人、重大税收违法案件当事人名单的供应商，将取消其参与本次投标的资格（提供截图并盖公章）。</p><p>6、承诺遵守国家和军队有关法律及保密要求（提供保密承诺书，格式自拟，并盖公章）。</p><p>7、提供近一年任意一个月依法缴纳税收和社会保障资金的良好记录（复印件加盖公章）。</p><p>8、报价单（按照本公告要求自行制作报价单，需法定代表人签字或授权代理人签字，加盖公司公章，并备注公司联系人和联系方式，授权代理人签字需要提供委托书，报价以万元为单位，最多保留2位小数）。</p><h1>三、项目概要</h1><p>加工3片相同的碳纤维旋翼桨叶模型，安装到旋翼试验台上后的旋转半径为3.2m。旋翼工作转速在800-1000r/min范围内。</p><p>桨叶内部开直径3mm和5mm的两个通气管道，通气管道的设计压力0.6Mpa，在通气过程中，桨叶无变形和裂痕。</p><p>每片桨叶前缘表面开设约60个射流口，每个射流口的直径为0.2mm，射流方向30°，扭转60°；5mm内径的通气管道将高压空气从桨根供气接口引至60个前缘射流口。</p><p>每片桨叶桨尖开设约8个射流口，每个射流口的直径为0.5mm；3mm内径的通气管道将高压空气从桨根供气接口引至8个桨尖射流口。</p><p>模型主要参数：</p><p>支撑形式：螺栓连接；</p><p>模型弦长：130mm；</p><p>单片桨叶重量：不大于1.5kg；</p><p>旋翼设计转速：1000rpm。</p><p>模型主体、供气管、模型连接件等部件组成。材料主要采用纤维增强树脂基复合材料/碳纤维，内部可以夹芯；根据模型静、动态气动特性估算的承受载荷，模型设计应保证试验安全，安全系数不小于3，若小于3给出疲劳寿命。</p><p> </p><p>模型制造精度：</p><p>a. 剖面弦长：±0.2mm；</p><p>b. 展长：±0.2mm；</p><p>c. 后掠角：±5′；</p><p>d. 扭转角：±5′；</p><p>e. 模具精度≤0.08mm；</p><p>f. 桨叶成品外形公差<0.2mm；</p><p> </p><p><a></a><a></a><a>厂内试验要求</a>：</p><p>a. 地面静拉力试验：在模拟试验台上，按旋翼台额定发动机功率（或1000r/min），测试旋翼在该功率点所产生的静拉力。</p><p>b. 超转试验/离心载荷试验：在旋转试验台上用正常工作离心力的两倍载荷进行试验。试验时间1小时；或按照正常工作离心力的两倍载荷进行离心载荷抗拉试验。以考核结构的连接强度。</p><p>c. 静平衡试验：在平衡试验台上对旋翼进行静平衡试验，试验标准依据《GJB2232-94飞机螺旋桨系统通用规范》。</p><p> </p><p>验收要求：</p><p>a. 模型设计报告；</p><p>b. 模型制作合格证或厂内试验报告。</p><p>质保期1年，质保金为合同结算金额的5%。</p><h1>四、项目周期</h1><p>合同签订后60个工作日完成。</p><h1>五、项目预算</h1><p>16.0万元。</p><h1>六、交货地点</h1><p>四川省绵阳市。</p><h1>七、报价时间及方式</h1><p>1、报价时间：2023年6月2日 9:30-10:30（一个小时内），在规定时间内一次报出最低价格。</p><p>2、递交报价方式：无需在网站上报名，供应商在规定时间内当面送达或邮寄(须寄到)。</p><p>3、报价内容：报价单以及供应商提供的所有材料。</p><p>4、报价地址：绵阳市涪城区二环路南段6号（邮寄同地址）。</p><h1>八、评审方式</h1><p>1、通过式评审，最低价中标：在满足项目内容及要求的情况下，报价最低者优先推荐为中标供应商。</p><p>2、无效报价及询价失败的判定条件：</p><p>1）不满足询价公告的相关要求；</p><p>2）报价材料不全；</p><p>3）在询价公告约定的时间范围内响应供应商不足3家；</p><p>4）不满足项目相关要求；</p><p>5）报价金额超出预算；</p><p>6）报价文件未密封并加盖公章。</p><p><strong>九、采购人联系方式</strong></p><p>单位：某单位</p><p>联系人：</p><p>1、赵先生（项目负责人）0816-2461161</p><p>2、赵女士（报价联系人）19848667287 / 0816-2461030（工作日8:00-</p><p>12:00,15:00-17:30）</p><p>采购结果将在全军武器装备采购信息网、中国政府采购网发布公告，不会单独通知，请报价单位关注网站通知公告信息。</p><p><br/></p><p>拟报价格式（参考，可按实际情况增加修改报价内容）</p><p> 报价单</p><table border="1" cellspacing="0" cellpadding="0" style="border-style: solid none none solid;
