2、本项目专门面向中、小、微型企业进行采购。中、小、微型企业应当按照要求提供《中小企业声明函》。
3、未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单。
4、法人的分支机构以自己的名义参与本项目采购活动时，应提供依法登记的相关证明文件和由法人出具的对本项目采购活动承担全部直接责任的授权书；自然人应提供身份证明文件。
5、未涉及承担本项目评估、勘察、设计、监理、施工、材料设备供应等其他相关业务，或与以上单位有隶属关系及其他直接利益关系。
6、本项目不允许转包。        

(c)Specific qualification requirements for this program: 1 This project don’t accept consortium responses.
2 This project is specifically designed for procurement by small, medium, and micro enterprises that should provide " Declaration Letter" as required.
3 Not included in the list of dishonest persons subject to enforcement on the "Credit China" website, involved in major tax violations,the records list illegal and dishonest behavior in government procurement.
4 When a branch of the legal entity take part in this project use its own name, it shall provide relevant legally registered certification documents and issued by the legal entity to assume full direct responsibility for this project; Natural person should provide identification documents.
5 Don't involve related businesses such as project evaluation, survey, design, supervision, construction, material and equipment supply, or has a subordinate relationship or other direct interest relationship with the above units.
6 Subcontracting don't allowed in this project.
