(b)落实政府采购政策需满足的资格要求：2.1落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：专门面向中小企业，评审时，中小企业产品均不执行价格折扣优惠。2.2扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；        

(b)Qualification requirements to be met to implement government procurement policies: 2.1 Implement the reserve share measures, improve the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: specifically for small and medium-sized enterprises, during the evaluation, no price discount is implemented for small and medium-sized enterprises products. 2.2 Support prison enterprises and welfare units for the disabled, and regard them as small and micro enterprises;        

(c)本项目的特定资格要求：3.1未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单[以查询的提交首次响应文件截止之日前3年内的信用记录为准]。
3.2具备建筑工程施工总承包三级及以上资质，并具备有效的安全生产许可证。
3.3拟派项目经理具有建筑工程专业贰级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。        

(c)Specific qualification requirements for this program: 3.1 Not included in the list of people executed for breach of trust on the Credit China Website (www.creditchina.gov.cn), the list of parties to major tax violation cases and serious violations of trust in government procurement of the Chinese Government Procurement Network (www.ccgp.gov.cn) Record list [subject to the credit record within 3 years before the deadline for submission of the first response document of the inquiry]. 3.2 Have the qualification of level 3 or above for general contracting of construction projects, and have a valid safety production license. 3.3 The proposed project manager has the qualification of a registered construction engineer at the level of construction engineering major or above, has a valid certificate of production safety assessment, and has not served as the project manager of other construction projects under construction.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
