(c)Specific qualification requirements for this program: (1) Not having been subjected to criminal punishment for violation of relevant laws and regulations in the government-operated procurement activities in the three years prior to in this bidding; (2) Suppliers with the same person in charge or with direct holding, management relationship are not allowed to participate in the same government procurement contract;（3) Other qualifications: having one of the qualifications such as engineering consulting, engineering design, engineering supervision, general construction contracting, real estate development, etc.;
