（2）扶持残疾人福利性单位，并将其视同小微型企业。

(c)本项目的特定资格要求：3.1具备建筑工程施工总承包三级及以上资质；具有有效期内的安全生产许可证；拟派项目经理具有建筑工程专业二级及以上注册建造师资格；
3.2本项目不接受组成联合体响应。        

(c)Specific qualification requirements for this program: (iii)Possess a third level or higher qualification for general contracting of construction projects; Having a valid safety production license; The proposed project manager shall have a registered constructor qualification of Level 2 or above in the field of construction engineering; (iv)This project does not accept the formation of a consortium response.
