(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府扶持残疾人福利企业、支持中小微企业（本项目专门面向中小企业采购）、支持监狱和戒毒企业、扶持不发达地区和少数民族地区等相关政策。        

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies of the government to support welfare enterprises for the disabled, support small, medium and micro enterprises (this project is specifically targeted at small and medium-sized enterprises for procurement), support prison and drug rehabilitation enterprises, and support underdeveloped and ethnic minority areas.        

(c)本项目的特定资格要求：1）持有有效的营业执照和安全生产许可证。
2）具有电力工程施工总承包三级及以上资质同时具有“国家能源局监管局(或国家电力监管委员会)”颁发的承装、承修、承试五级以上(含五级)电力设施许可证；
3）项目拟派项目经理具有机电工程专业注册建造师（二级及以上）执业资格证书，具备有效的安全生产考核合格证书。该项目负责人以在上海市建筑建材业网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外） (磋商响应文件递交时不得调整，不得有在建项目)。        

(c)Specific qualification requirements for this program: 1) Hold valid business licenses and work safety permits. 2) Possessing a Grade 3 or above general contracting qualification for power engineering construction and holding a license for the installation, maintenance and testing of power facilities of Grade 5 or above (including Grade 5) issued by the "Regulatory Bureau of the National Energy Administration (or the National Electricity Regulatory Commission)". 3) The proposed project manager for the project should hold a registered constructor (Level 2 or above) professional qualification certificate in mechanical and electrical engineering and possess a valid certificate of qualification for safety production assessment. The project leader shall be verified on the Shanghai Construction and Building Materials Industry website. They must be registered and have no record of ongoing projects (except for adjacent sections of the same project that are contracted or constructed in phases). (No adjustments shall be made when submitting the cons        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
